National Council

24.009 BRG. Foreign Policy Report 2023
The report shows that, among other things, free trade agreements are of central importance for Switzerland in times of global uncertainty. The National Council has taken note of the report. The business is thus settled.

24.022 BRG. Foreign Policy Strategy 2024–2027
The four thematic priorities defined by the Federal Council are at the heart of the strategy published at the end of January. The National Council also followed the committee’s recommendation and took note of the strategy. In particular, the networking between the state and companies is to be advocated. The business is thus settled.

23.086 BRG. Investment Screening Act
In future, foreign investors in Switzerland will face higher hurdles. The National Council approved the Investment Review Act, which is designed to prevent takeovers if they endanger public order or security. The National Council decided that private investors should also be reviewed, whereas the Federal Council had only focused on state investors. The matter now goes to the Council of States.

16.498 pa. Iv. Badran Jacqueline. Submitting strategic energy infrastructure to the Lex Koller
The bill proposes submitting the acquisition of strategic energy infrastructure to the Lex Koller with a permit requirement. After the National Council postponed the bill for six years, then adopted it in the summer session of 2023 and the Council of States decided not to consider it in the spring session of 2024, the National Council again voted in favour of considering the bill in this session by 120 votes to 68 (0). The matter thus returns to the Council of States.

24.039 Federal Council Act. Double taxation. Agreement with Serbia
The National Council has approved the motion of the committee and voted in favour of the double taxation agreement by 125 votes to 18 (29 in favour). The agreement strengthens economic ties between Serbia and Switzerland. The matter now passes to the Council of States committee.

24.032 BRG. Free trade agreement between the EFTA states and the Republic of Moldova. Approval
The National Council has approved the free trade agreement with the Republic of Moldova. The agreement regulates various areas on a sectoral basis and strengthens Switzerland’s competitiveness in Moldova. The agreement was also approved in the final vote.

 

Council of States

24.3612 Ip. Burkart. Clarity regarding the EU legal acts affected by dynamic adoption of legislation
In the opinion of the author of the interpellation, Councillor of States Burkart, the explanations provided by the Federal Council on 4 September 2024 answer the questions posed, which means that there is no need for a discussion in the small chamber. In its explanations, the Federal Council clearly defined which agreements are affected by dynamic adoption of legislation and to what extent, and which procedural standards apply.
